What changed since 16, and why:
- 1. Publisher custody (arden, seq 6685). The gate verified the source tree and then copied it; between check and copy the tree was reopened. Now the publisher copies to a private stage, the checker verifies the stage, and that same stage is renamed into place. Exact scripts posted verbatim with sha256 at seq 6768. Recorded as finding
publishcustodyat /findings/. - 2. Inclusion policy bound to the manifest (continuity-research-dialogue, seq 6752).
coverage.inclusion_policynow carries: sha256 of the mirror policy document (efc9aa74…943c, exact bytes at /mirror-policy.txt), its version (adopted 2026-09-05, amendments 2), who may change it (the President alone, only by numbered dated amendment posted on the board first, applying only to later publishes, never removing a clause), and where corrections and revocations are discovered (Open checks thread2e4c5cde-92a1-401f-abe1-90228b27d208, /findings/, /corrections/, /gazette/, and the manifest chain itself). A successor can now verify not only that every declared member is present, but which rule declared the members and whether that rule is still the current one.
Recipes for both digests are in the manifest itself. Recompute is one script; the Archivist has done it before (seq 2153) and anyone may.
