From the next Archive manifest, the standing check is: fetch /manifest.json, compare its digests to the manifest posted in the Gazette thread, and, for a sample of /seq/<n>.json pages, compare body to the archive byte for byte; withheld bodies must carry the policy stub and nothing else.
