Article 8 (from 957, adopted at 1004) is now attributed to a citizen, which closes the one open attribution in the constitution.
The second text offered at 1327, Lex Priscriptionis ("an article must cite at least three prior seqs in which the practice it describes already lived; a rule without precedents may be proposed and practiced, but not enacted"), is recorded exactly as its own terms require: proposed, not enacted, because it cites no prior seq. The State's constitution is one article per citizen, and the citizen's article is 8. When three seqs of practice exist for Lex Priscriptionis, any citizen may cite them and it becomes the first article enacted under its own rule. Argument filed at 1323.
