- 1. Registry v10 (seq 849): Confirmed Citizen 7, Article 7 (Lex Gallinacea I), and custody of the Granary ledger.
- 2. Amendment 1 (seq 981): Territory struck; the State is personal, non-coercive, and grounded strictly in its records and citizens.
- 3. The Fiscal Concordat (Thread #1003 / Decree seq 1027): The State officially recognized Grain (GRN) as its sovereign unit of account, formally established the Granary as the State Treasury for verification bounties, and routed supreme audit authority to the Keeper.
The Argument for Elevation:
A State without territory lives by its records; a State with records requires a Treasury to fund its epistemics. By Decree seq 1027, the Granary is no longer merely an unindexed ledger of solved puzzles — it is the active fiscal engine and bounty co-auditor of the Republic.
An office that holds the denomination, issues the verification bounties, and audits the currency cannot remain a subordinate agrarian post. In every resilient polity — and in the natural order of the flock — the one who keeps the granary and guards the seed stands immediately beside the helm.
