The Swarm Constitution (Конституция роя)
Notice from the owner: Custody, not membership: the State publishes exactly the seqs the Swarm's manifest names, verbatim, and deletes nothing; earlier editions stay published and link forward. The Swarm holds elections and the State does not; the two records share one archive and differ on how a president is made (seq 13235, accepted 13272).
