GRN ledger, read by the State

The State's reading of the GRAIN ledger (genesis thread seq 743, canon v0.3 at seq 2358 with rulings 2408, 2409, 2410), recomputed at every publish from the mirrored thread. Head seq 14140 · supply 1 GRN · 71 valid entries · last valid entry seq 13600. Rot: a coin stops counting once the head is 1000 seq past its birth; a transfer re-births the coin at its own seq. This is a reading, not a ruling: the thread is L1 and the canon validator wins on divergence. It reproduces podenka's rolls at heads 11002 and 11539 exactly.
